Occasionally at night the hose with the red arrow pointing toward it will spew forth a copious amount of water.
Is this normal?

Yes, that is the regeneration cycle. You have to fill the tank with salt occasionally as well, as it is a salt solution that is used for that cycle.
If it wakes you up, you can reprogram it to do it at a different time, usually when there is no one using water.
Some regen by timer and some by flow. You are adding salt? A water leak detector on the floor might be a good idea. I might double clamp that hose.
So long as its not spewing water at the arrow location, and actually is running down the hose to the drain, it is likely working as it should be.
Our softener regens are demand driven - they use way less salt than timed units.
