This would also seem to indicate that ANYONE can attach a device to your car without your knowledge and it is OK.

Doesn't anyone at the compound have a GPS signal jammer? Put in a request. All the upper ranking members have one.

But if you find it on your car, do you get to keep it? Give it back to the government by sticking it on a school bus...
