It's a thinner for oil based paints.
In theory it thins the ATF to make it seep deep into cracks, then evaporates leaving the oil.
I use Acetone (nail polish remover) in with ATF for penetrating oil.
Cheaper than Kroil and works almost as well.
 
What is VM&P Naptha. Is it something different than Naptha?
I'm going to back up a bit so you can get a clearer picture of this product.

Crude oil is a big soup of hydrocarbons of various sizes. These each boil at very widely different temperatures. Small hydrocarbons boil at low temps (below 0 F,) and big hydrocarbons boil at high temps (to over 1000F.) After putting the crude through a distilling tower, you can separate the crude into smaller, tighter boiling ranges. This is similar to how a sieve can separate gravel into smaller size ranges by using a variety of mesh screens.

Naphtha is a cut from crude oil. It's boiling range is roughly 85 - 400 F.
This can be further separated into two products, light and heavy naphtha.
Light is roughly 85 - 200 F.
Heavy is roughly 200 - 400 F.

VM&P Naphtha is Light Naphtha. It may come with some further specs like restrictions of gangue elements and aromatic species (eg. benzene,) but those don't drastically affect it's primary characteristics, capability, or in-use behaviors in a significant manner--just helps to respect the safety of the user.
