My friend owns a 1988 Volvo 740 Turbo Intercooled with the 2.3L 4 Cyl B230FT engine,it has 149k on the engine,and the valves are getting a little noisy,mind you not awfully noise,yet it still has good oil pressure,it has what i believe to be 10w30 bulk motor oil changed 2,500 miles ago roughly,and the god evil fram orange can of death which i despise.

I would like to change the oil to 15w40 castrol syntec blend oil to do some cleaning,as my friend cannot afford auto-rx at the present time,and run the oil 1,500 miles,and change it 4 or 5 times,i would like to know if there is a longer version of the napa gold fil1307 oil filter i could screw on the block,as it looks like there is plenty of room,and i am wondering if a motorcraft fl1a would fit,cause the gasket dimensions look very similar,tia for the advice!

Just use Mann filters. The longer FL-1A filter may barely fit but if his motor mounts are weak he may have a real issue. I don't remember if 1988 has the right turn adapter filter holder or not (if not it puts the can close to the motor mount) - but either way there will be the oil cooler adapter.

As for the "valve noise" has he had the cam follower spacers checked and adjusted as necessary? And the little rubber dampers replaced?

Do they make 15W-40 syntec? Either way, Syntec won't do much cleaning. Just use Delo 15W-40 it's way cheaper and will clean better. Syntec blend is how much? 2.50 qt? X 5 X 5 = way more than bulk Costco Delo and maybe more than AutoRx!!

As for 149K - low miles for that engine. Thank goodness he changes the dino often - I do think dino is the kiss of death for Volvo turbos.
