Most saws have chain brakes as well. He was probably in more danger of being hurt by either the stump or the swinging tree trunk.

A friend of mine has been a fire fighter with the USFS and Cal-Fire (CDF) for two decades. He won't get near a chain saw.
 
No PPE is pretty indicative of this guys level of competence. Having said that, storm damage tends to be one of the most dangerous situations. One can never be too careful with chainsaws.
 
The trunk was unstable, being held clear of the ground in a sling. Lots of things had potential to happen. The trunk end could swing around an knock the saw operator off balance. The tree should be in a stable position before cutting. He would then be better able to predict what might happen, and plan an exit.
