Used oil filter?

Decided to try the highly lauded Fram ultra synthetic oil filter instead of toyota's dealer suggested filter. There's a faint smell of gasoline or oil inside of the canister, and I see some sort of vapor marks looking down the inside of the canister at the back. This was supposed to be a brand new filter from a Canadian tire.

I will be going back to get an exchange and see if the next one also comes out this way.

Extended version:
Last week I dropped the oil on my 2018 Camry Hybrid after 15,000 km and realized I didn't have a filter. used new oil but put the old filter back on.

This week, I dropped the oil and then only after doing that looked at my new fram filter to install.
I have now used another new jug of 0w16 fully synthetic because the pan I drained in was very dirty.

Once again, I have reinstalled my now 16,000 km filter and will be taking this fram out to get it exchanged.

There’s nothing wrong with that filter. What you’re seeing is leftover lubricant from the assembly process.
