Ron, Most urethane bumper covers can be removed and reinstalled by DIYers. Here is a link to video that shows a typical process. Make sure the under over molding and mounting brackets are in good shape and dont have any broken clips or alignment holes.

We have a 2015 Civic. It got rear ended almost a year ago. I got a new painted bumper cover from an outfit in Houston. I think it was Paint A Part. Installation was easy, just watch a youtube video and then do it. Fortunately, none of the parts under the cover were broken. I know that does not really answer your question about a car 13 years older, but I hope it helps.

Unless the used one is the same color, you will have to get it painted. If so, why not just get your own bumper's holes fixed and painted?
I purchased one of these bumper skins on ebay very cheap. Just paint with spray can the car is 20 years old.
I thought you said you were replacing with a used one? What's a bumper skin anyway?
