Stuff like this happens over and over. Eventually people get sick of it and stop going into the city. The businesses fail, no one wants to live in the city, and the city turns into a hollowed out dump. Then they cry about it on TV, and beg for federal or county money for "revitalization", to fix the problem they caused.
However, what makes 0 sense to me, is why tow truck companies are essentially given carte Blanche to do whatever they can/want to complete the job without facing any consequences if job is done poorly (damaging the vehicle).
Because in all probability palms are getting greased all ways.
The tow company probably has a contract with the property owner and it wouldn't surprise me if they sit in the lot and watch for people who park and don't go into a store. Or the cops (who are probably in the palm greasing circle) do it for them,
Of course there are stories all over the country of rouge tow companies and boot companies, it is a racket.

Tow companies actually pay spotters. This could be employees working in an adjacent establishment-or someone that resides near by with a clear view.
Driver's time (generally) is better spent elsewhere.
Tow companies are regulated by the state/local government (ultimately) the legislators. These guys actually get reelected in Utah. Everybody complains about predatory towing-yet they keep reelecting these guys who actually regulate the tow companies.
Whose fault is that?
