In the past 15 years, I have never used a torque wrench on plugs. If working on vehicle with an aluminum head, just use a dab of anti-seeze on threads only (don't get it on probe) and tighten her down snugly with a 3/8 ratchet (nothing larger).
For small bolts where I'm dealing with gasketed surfaces, I have this cheapo that works fairly well:

I also have a beam style that occaisionally get's used.
