Tested the alcohol % in my fuel today

I tested regular Shell 87 gas at a store I frequent. It came out to be about 6%. The Shell station says "up to 10% ethanol." I'm not sure if my state requires 10% ethanol, but I'm perfectly fine with less of it. The reason I tested it is that my 08 Jeep runs better and smoother on ethanol free gas and the last 6 or 8 months it has been running better on the Shell. I suspected a little less ethanol content, so that's why I tested it. I checked some Sunoco gas, just to see if there was a difference. It appeared to be at about 8% ethanol.

Could it be that it comes to the station at 10%, but maybe it is mixing with water in the bottom of their storage tanks, causing a lower percentage to be left in the gas that gets pumped out?

There is at least one analytical chemist on the board. I'd ask him. I do know that 5 mL of water plus 5 mL of ethanol does not equal 10 mL of the mix.
