Stuck fuel pressure regular. Only half came out i think.

This is a marine engine on my boat gm350 mpi engine. I was pulling it out thinking it was just some stiff orings. I just kind of worked it out using pliers and it looks to me like the brass part that's supposed to be inside the regulator got left behind. Did I do something wrong here or what? Is this normal?

Just yank the rest out until everything is removed. Happens all the time. You should be left with nothing but an empty fuel rail before installing the new regulator.
Okay got it all out. Now, with that being said I put an empty power aide bottle under it to catch any gas and the I only filled maybe a quarter of that 20oz bottle. Was expecting way more. The tech acted like the entire bilge was going to fill was gasoline. Is that okay? I'm thinking it drained back into the tank. It hasn't been started for about a week.

Nope, there's no pressure there and whatever was left drained down. Prime the key a couple times to check for leaks and you're good!

Lol yeah so the fuel pressure guage didn't leak at 50psi key on engine off, but it was dribbling fuel out at 80psi once the engine started. This is what led the techs I bought the engine from to think it was the regulator. I'm going going to grab lunch and come back and fire it up on the hose and check and see that the psi stays around 55ish running. They said it shouldn't change much running or not was my understanding.
