I think I am beginning to understand why a straight weight...lets say 30 weight could meet a multi-viscosity weight too. For example let's use a straight 30 weight.... if tested, could also meet 10-30 weight....is this correct?

Help me in further understanding this concept

"I suspect some conventional SAE 30s might meet a 20w test."

I'm sure you are right but I do not get to excited about a 20w/30

Does an SAE 30 have a higher HTHS than a 5w30 or 10w30 ?

it could, typically and very generically speaking, it should.
but it doesnt have to have a higher hths. i suspest come 10w30's have higher hths than some straight 30's.
