So sad. There really should be graduated driving license for young drivers - only 1 or 2 passengers allowed with a young driver until age 18 for example. Roads are much faster and much busier now than when I was a kid.
Sadly, the girl driving MAY have been in violation or driving illegally, if she had a learners permit or intermediate license, it would not be legal for her to be driving at all with a permit AND if she had the more advanced restricted license she would still in violation as only one passenger is allowed in the car. I guess we won’t know but she would have had to have her full unrestricted license at 16 and if so it seems like a close timeframe to have it done, but I think possible if she was closer to 17 years old.

Thanks for the link, Oklahoma does have a graduated-drivers-license program, so it wasn't that issue specifically. There is a similar program here in Alberta.
