A pH test strip isn't going to tell you what you need to know with a buffered mixture, assuming they would even work in a non-aqueous environment. When we did it at the university for the fluid power department we titrated the sample to determine the TBN. Maybe there is another way these days but I think you would still have to titrate it to depletion somehow.
You aren't testing the pH (which would be determined by the buffer), you are measuring the ability of the oil to neutralize acid.
