To be fair, that isn't a "seat belt" repair, it's a buckle repair to keep it from slipping down.
Thant being said, I would NOT want to know what orifice that wrench could end up in in an accident.Very poor choice of repairs.

The buckle just falls off without that wrench there.
It looks like it would work, but as 14Accent mentioned, my biggest concern would be getting impaled buy the wrench. The open ended half is even facing the driver!
