Sealant for bumper area

I have water getting in my trunk and it's coming from above the bumper and under the the tail light. I had to remove the tail lights to get the photos. A shop sealed part of it awhile ago with some sort of brownish substance. What should I use?

Any good clear silicone sealant should work well, given a clean surface and time to set.

After removing the bumper cover I saw some large large cracks. Would silicone do the job on these?
