Can I buy a ScanGauge II in auto parts outlets or do I have to order one from mail distributors such as these 2:

This last one offers free Xpress Post shipping in Canada for $179.95 cdn. It only mentions 5% GST but do custom fees apply?

I'm mostly interested in monitoring fuel economy and basic engine parameters. Are there any other comparable products on the market?

Amazon.com sells them. Don't know if they sell into Canada. They are $159.99 shipping included in the States.
