Need some advice. Car has some rust in that area on that suspension component. It is in the front strut area that mounts to the shock tower. Replace or forget it? Asking because I'm replacing the original shocks/struts.

Replace it all. Rubber parts get old, stuff rusts, etc. Being in NJ, if the springs have seen a lot of salt, they can rust and break too.

Got pics? Chances are excellent you've got surface-rust only, in which case ignore it. The days are long gone when struts would poke through their towers and bend the hood. Like 1970s gone. Last one I saw like that was a 1971 Datsun 240Z.

By the way, on the cars listed in your sig, you do not have "struts".
