All I see is some chrome plating peeling off. Nothing structural. I'd have no problem driving on it.
You could drive it on the rim, but I don't think it will hold any air because of where the bead sits is nasty.
I'd not feel comfortable with any member of my family driving on that rim.
Probably could save it with some wire wheel work and the product you mention below.
No way in its' current condition.

64 ounces of bead sealer is about what you'll need to save just that rim! Maybe 63...
I had better looking snow rims that I trashed. One tire or another was either flat or low on air regularly. A tire shop could get it going again with rim seal but only until the next time. It was more of a nuisance than anything.
Chunks of paint would fall off here or there. I checked how much it would cost to have them sand/bead blasted and repainted and it was way more than they cost (or were worth).

I once made a flower bed/planter from a semi complete MGB (no interior, engine transmission or wheels) , so why not retire the wheel and make a nice planter with it?
