my radiator, 04 highlander, has/had a foam piece in front of the radiator, between the radiator and the car cross frame -- I think its to block air flow and force the ram air from the road/front of the car thru the radiator.
It prevent the air bi passing the radiator.

this piece is crumbling.

what type foam would I use- it would have to be heat or fire proof I think

That foam is either polyurethane or polyestyrene but I don know if it has fire retardant properties, try to burn a little piece of it to see if it catches fire.

But any builders expandable foam should be fire retardant and resistant to more than 130°C, which is the maximum temperature your radiator could get at any time. So I think it will be fine. You could try to make a mould from the old piece so you could make the new piece away from the car.
