Okay ..then build and pay for bigger prisons. Very simple. You pay for them either way ..either in taxes ...or side effects of having them free.
So ...one or the other...
I think a solution is going to end up turning another grade B movie into a futurists prediction come true....
Escape from NY or LA type thing. Perhaps we can buy a few islands and just drop them off and say "bye-bye". We can then, as needed, just add new crimes to the list and make more people candidates to be expurgated to these islands of exile from our new society.

why dont we just drop em off in the west bank?
Give them the opportunity to work/walk point in the door to door urban fighting in Iraq. Let em get toasted too. The more chemicals ingested the better so they "feel" no pain. That way instead of a cop wasting a 9mm round in their heads the insurgents can use a AK-47 round.
