Sounds like a further development of the X-43 that was tested long, long ago. How much can they really accomplish with only $200 million?

Both Russia and China already have operational hypersonic missiles. Russia even has a submarine launched one on their new attack subs and that is several steps harder to get right than an air launched missile.
