1: What is the difference between the Bosch 3331 and the 72132?

2: Why do some Purolator oil filters have 8 round holes on base plate and some have 7 rounded rectangular holes?

The 4 digit part numbers are basically Purolator PureONE high efficiency filters painted black and made in the USA.
The others are (usually) Mann filters made in Germany.

Other than different country of manufacture, is there a noticeable quality difference betweeen the USA v Germany?

The German ones generally are intended for very long OCIs, like 2 years sometimes. The American ones I looked at filtered better, but I wouldn't use them for 2 years. My opinion, get the 4 digit version unles you are driving a German car with thick oil and long, long oil change intervals.
