good morning,

if polish and rubbing compound remove the protective surfaces of paint such as clear coat by microns. what substance can be used to restore the protective surfaces of paint such as clear coat?

You cannot. Once material is removed it is gone.

There is an argument that ceramic coatings add an unmeasurable amount of thickness to the paint surface. Periodically, you would simply abrade the ceramic coating layer and apply fresh.
