I see several chemical companies that make oil bases or additives polyisobutylene, but I can not find who uses them in the USA.
As polyisobutylene PIB is a smoke reducer in 2 cycle motors I would assume that a PIB based motor oil would produce less smoke in 4 cycle motor.

I might be able to order some polyisobutylene. If I can, would I be able to mix up my own PIB oil with adding what ever additives I would need?

Polyisobutylene can also be used in adhesives or chewing gum base. You can buy it from BASF Corporation as brand names OPPANOL and Glissopa.
