Is a plastic primer or adhesion promoter still needed for plastic panels like bumper covers? Whats a decent, budget/consumer grade for use on a somewhat beater project?

Amazon has several rattle can products they offer. I bought SEM flexible primer surfacer to repair a bumper cover. They also sell an adhesion promoter.
As a general rule, an adhesion promoter does help. The type of plastics used (polypropylene, polyethylene, or ABS) remain much the same, and have low surface energy. Good prep and cleaning is always required. There are paints designed just for plastics, but even then, plastics can be tricky.
