The pictures are of Oklahoma Highway Patrol Hayabusa's that have been modded for traffic enforcement duty, and PR work. I'm sure it's the same guy(s) you met. IIRC, their names were Steve and Clint. After the time at the track, some of us showed them some of the more scenic areas of the State on a street ride.

They are Corbin Beetle Bags. Corbin started out making custom seats for motorcycles, and expanded their product line into other accessories. They make products for most makes and models. Anyone can buy them.
