You're right.
Bill Darden has a table up on his site that tells exactly what the voltage should be at each 10-degree increment in ambient temperature.

This Honda has an ELD. With the engine hot, the ELD is likely to hold voltage down to close to 12.65V, confounding troubleshooting efforts. I can't remember exactly what to do to force the ELD to allow full-charging on a warm engine, so it's easier to check the charging on an ELD-equipped Honda using the method I gave.
