I've never seen it at that price (at Walmart, maybe at an auto parts store, although you should definitely get a good oil filter thrown in a bundle for even $37, not just the oil) although I managed to grab four jugs for a little over $7 each of the PP HM 5w30 recently.

I don't normally use Pennzoil but it looks like I will be for a couple of years.

I also grabbed a stack of various filters. A Purolator One, Purolator Boss, two AC Delco PF47Es, and a MANN 712/75 due to rebates/coupons.
 
When Pennzoil became married to GTL - with their thin csts and low additive packages, I bowed out after over 20 years of use. In similar price ranges, I went shopping for Valvoline EP ( lasted a few years) - then Mobil-1 EP, which I like the most, inside the under $30 per jug crowd. Mobil-1's Triple Action formulas are the Bomb currently.

For engine treatment on our very scary Hyundai and Kia engines, I was forced to upgrade to HPL and Amsoil. No guarantees I will save either engine's life by doing so. But neither would I be guaranteed saving my life by visiting Lourdes and/or Fatima, when seeking a cure for terminal cancer (which thankfully I don't have - nor ever desire).

Have you tried the Quaker State Ultimate Protection? For $23, I have it in my wife's CX-5. I plan to run it in the Mazda 3 come Spring. Looks like a great oil for the price.
