Penn & Quaker HM the same oils?

I was told that Pennzoil and Quaker State are the same oils in different bottles, but after looking at the two websites I see some differences in both the 5W-30 HM formulas. Everyone seems to love the Pen HM but I see very little talk about the QS.

The QS pours @ -42 but the Pen @ -33! This is a big difference for my winter use! Are they different oils?
 
From what I can gather on product and material safety data sheets they are both different formulas. It would make me somewhat angry if I was a Quaker State fan and found out that I was getting Pennzoil instead. Means alot to some folks who are brand loyal.

The Pennzoil has a useless pour point (-27F) which means it won't work for my needs where I see well below that on cold mornings. I will have to use QS or Maxlife for my Previa.
