P0430 - Does it affect engine fueling?

2008 Jeep Wrangler X, 2 door. 3.8L engine, 6 speed manual transmission, 100K miles. Started throwing a P0430 code -

P0430 Code: Catalyst System Efficiency Below Threshold (Bank 2).​


My question is: Does this code affect fueling, or does it just cause the ECM to set a code to alert that the cat appears to be bad. Does P0430 change engine fueling or timing parameters?

It can. It can also mean the CAT is starting to plug or the O2 sensors are faulty. Try replacing the O2 sensors first.
 
Some say it does. I'm skeptical; I believe the downstream O2 sensor is just for checking the condition of the cat.


IMO and IME replacing the O2 sensors will not cause this code to go away.
 
At some point manufacturers began using the downstream sensor to somewhat manage mixture. Someone linked to an SMA vid where Eric proved this (I haven't had time to watch it)

I do not think an '08 Wrangler would fall into this category, however
