I don't know - you know your local state requirements or if you don't check up on them.

If it is, and with no engineering info, how do you intend solving the problem?

Well since my OBDII scanner is not that good, which one should I get if I want to analyze the current problem and all future issues that may arise ? Will the BlueDriver do ?
 
I cannot recommend anything I have not owned because it would simply be wrong.

ITO performance and logging abilities of plain emissions-related stuff only - I have an OBDLink LX that in combination with TorquePro is imo going to be hard to beat for the price

OK so with OBDLink LX would you be able to diagnose a potential issue like mine ?
 
If there really is an issue its quite possible................................
