O-ring at neck area of torque wrench?

The photos show an o-ring at the primary joint between the head and body of one of my torque wrenches. The wrench works fine but I am curious as to the purpose and proper positioning of this seal. Right now it's not really doing anything, but I assume its purpose is to seal something? Seems that it should be tucked down inside the round end of the wrench body but wanted to ask first. Thanks in advance for helping me to understand what is going on here

Do not push it into the body it will effect readings. It is supposed to be a seal against dirt but most are not tight. Forget it.
