New Fram PH16 with oil on bottom of filter

Hi,
I received my fram PH16 from amazon and their appears to be oil on the bottom of the filter. It looks new, but why would their be oil there? It is definitely oil because I can move the substance around when switching filter positions. I attached pics.

Thank you for the quick reply, So to confirm the filter is safe to use and I don't need to worry about it being used? I don't remember seeing this before.

Oil filter often have a thin layer of oil or some type of special anti corrosion chemical applied on the inside to keep them from rusting.

Every new fram oil filter I've looked at appears to have oil (I assume assembly oil) in the filter when you look inside I only mention this because I never see this on other makes if filters. I'm not criticizing fram I was just curious.

I’ve never seen it, but then again, I haven’t used Fram in over 25 years.
