Isn't that to mark the heavy spot for balancing?
Its a typo. Supposed to say pee here. It’s meant for our four legged friends.

It’s the “high” spot on the rim for match-balancing with the “low” spot of the tire. Like the yellow/red marks on a Japanese-made tire from Bridgestone/Sumitomo/Toyo/Yokohama.

It's the wheel's low point of run out. it was supposed to be matched to the tire's high point for uniformity, which is sometimes marked with a red dot. It's supposed to give a "rounder" assembly, resulting in a smoother ride.

You can start peeling off the faux steel exterior at that point to reveal the basic wheel.
