Need corrosion inhibitor for water-cooled system

One of our clients is having a problem with the cooling system of their racing car. They aren't allowed to use glycol coolants on the track. But they're running into corrosion issues. I analyzed the corrosion debris and find both iron oxide and aluminum oxide. The system sees a cast iron block, aluminum components (radiator and accumulator tank), and rubber hoses. I believe they're using tap water (not de-ionized) because of the calcium present in the contaminants. What can we add to the water to inhibit corrosion of the system?
 
I'd guess soluble oil is out too then...although it's not really good from a heat transfer point of view.

Google "supplement coolant additive" aka, SCA. Wynn's has at least two products that say they work in water or ethelyne glycol based systems (Wynn's Radiator Treatment, Wynn's Cooling System Treatment):

It's probably a good idea to talk with the manufacturer to confirm suitability.
