Mystery Parts… What are they?

it seems hard for some places to work with returns.
I wonder if it comes down to them possibly not being able to sell them to a future customer or that they're no longer "new". Remember, they don't know if you opened them (even if you told them you didn't, they can't see/verify that), if the box is damaged, and so on. Many or most places don't want to sell used, returned, damaged box items and no customer wants to receive those when they're expecting 100% new.
 
Similarly, I just received a bunch of 1.5" Al tube I didn't order. The "shipping lady" seemed ecstatic and said they wanted it back, but they had treated me poorly on the rest of the order and wanted to email me a shipping label.

Sorry, I'm not printing a label for you, or I will at my shop rate.

I've told her at least FOUR times send a CALL TAG which appears to baffle the "shipping lady".....so they're just collecting dust at my gate. They're welcome to their stuff back, but I'm not lifting a finger because of poor service on an unrelated order.
