Some detailed phots will often reveal clues to where it was made.
I assume Mercury may actually change suppliers every few years as the contract comes up for bid - so it would be quite difficult to guess without any photos.
I do recall (maybe?) that I have seen Champ E-core filters sold as Mercury filters.
Same as Amsoil or Royal Purple.
the photos may have reversed when loaded to the website...
on my screen, I see the taller white Amsoil/Royal Purple element on the left, and the plain E-core on the right

Pretty sure its the factory filter for all the blue "racing" engines.
You can see one here on a factory Merc 700. Beautiful mill.

This particular boat absolutely rocked balls and came out great.
I think we got about 115 out of it, running a 7 thousand dollar cleaver on an M6 drive.
The mere 700 can reliably be turned up to about 900 ponies.
That is one sweet setup.....
