LED Bulb Question

I'm looking at buying an E14 bulb on fleabay.

The shape I need means I need the one with 3014 Leds.

I of course need 110v but I was wondering why when there are listings of 220v versions there are 64 leds with a total draw of 3W while on the 110v version there are 25 leds with a total draw of 3w?
 
Probably using a very simple resistor/rectifier circuit to power the LEDs off the AC. More voltage means more LEDs are required in that arrangement. Likely the 110V version draws twice the current versus the 220V. Therefore same watts and similar light output.
