The title of that job is scary enough. The job description would be very interesting if not more scary that the position exists.
 
The 'Developing Housing Sector' looks decent. It has 2 views (and 1 was me) since the job posted. Those are decent odds!

Under the general supervision of the Director of the Human Rights Treaties Division and the direct supervision of the Chief of the Petitions and Inquiries Section, the incumbent will be responsible for the following duties:
Provides Secretariat support to the SubCommittee on the Prevention of Torture and the following human rights treaty bodies as required: Human Rights Committee, Committee on Economic, Social and Cultural Rights, Committee on the Elimination of Racial Discrimination, Committee against Torture, Committee on the Rights of the Child, Committee on Migrant Workers, Committee on the Elimination of Discrimination against Women, Committee on Enforced Disappearances, Committee on the Rights of Persons with Disabilities and Meeting of the Chairpersons of human rights treaty bodies ;
Prepares country analyses and substantive reports for the Subcommittee, in particular related to its mandate to carry out visits to places where persons are deprived of liberty; Prepares and participates in the visits of the Subcommittee;
Services the meetings of treaty bodies;
Drafts lists of issues and concluding observations under the State reporting procedure as required;
Participates in training activities on the work of treaty bodies;
Provides support to the Voluntary Fund for Victims of Torture as required.
Services meetings of those committees that are mandated to examine individual complaints and inquiries;
Drafts summaries of incoming complaints and inquiries, recommendations for decisions on interim measures of protection as well as final decisions on the merits of complaints;
Carries out research into and drafts reports on the jurisprudence of the treaty bodies concerned and prepare legal analyses;
Helps to ensure the consistency and the coherence of the jurisprudence of the treaty bodies and contributes to the continuous strengthening of the treaty bodies.

Human Rights Officer - Political, Peace and Security, Human Rights
Org. Setting and Reporting



This position is located in the New York Office of the High Commissioner for Human Rights (OHCHR), the Human Rights Officer will serve as the OHCHR member of the Team of Experts (TOE). The OHCHR member of the TOE will report to the TOE Team Leader who is part of the Office of the Special Representative of the Secretary-General (SRSG) for sexual violence in conflict, and to the Assistant Secretary-General for Human Rights or his/her designate.



Responsibilities



The Team Member will be responsible for:

• Channeling OHCHR’s contribution to and participating in the work of the TOE;
• Ensuring that the TOE’s efforts complement and reinforce OHCHR’s work in relation to sexual violence in conflicts and their aftermath;
• Coordinating amongst substantive units and human rights mechanisms to secure strengthened rule of law responses to conflict related sexual violence;
• Coordinate within OHCHR and consolidate inputs to inform the choice of situations to which the TOE will be deployed and participate in the drafting of the terms of reference and work plan for deployments;
• Conduct background research and analyses on the findings and recommendations of human rights mechanisms on issues of relevance to conflict related sexual violence, and on countries to which the TOE will be deployed for use by the Team;
• Participate in deployments to situations of concern on short notice and provide human rights policy, strategic, and technical inputs to facilitate implementation of the TOE’s Terms of Reference (TOR); contribute to the drafting of the end of mission report; provide progress reports and updates on issues of critical concern to OHCHR senior leadership as warranted;
• Prior to and during deployments, liaise with Human Rights Components of peacekeeping or political missions and other relevant actors on the ground, as well as with relevant OHCHR colleagues supporting field presences, to ensure that the TOE’s efforts are complementary to existing human rights initiatives, and address issues of critical concern with high-level national and international actors;
• Ensure as appropriate that the TOE addresses issues of accountability for sexual crimes, including in line with the principle of superior and command responsibility, and that conflict related sexual violence is integrated in fact-finding missions and commissions of inquiry investigations into allegations of serious human rights violations;
• Ensure that the TOE’s findings and recommendations are disseminated to relevant OHCHR substantive units for follow-up as necessary, and to relevant treaty bodies and special procedures mandate holders, and integrated in the proceedings of the Human Rights Council;
• Prepare OHCHR’s comments on or contributions to Secretary-General Reports providing updates on the work of the TOE, and contribute to briefings by the High Commissioner for Human Rights, the ASG for Human Rights and the SRSG on Sexual Violence in Conflict to the Security Council;
• Facilitating close cooperation between the Office of the SRSG on Sexual Violence in Conflict and OHCHR .
• Assist in the development and implementation of resource mobilization and communication strategies for the Team
• Assist in the recruitment and deployment of rostered experts of the TOE, as needed;
• Assist/facilitate the participation of senior managers in the Advisory Group; prepare policy advice and briefs as required;
• Provide updates to Member States and other actors on OHCHR’s contribution to the TOE’s areas of responsibility;
• Liaise with staff and units working with the SRSG on Sexual Violence in Conflict and other members of the UN Action Network, as appropriate.



Competencies



Professionalism:
- In-depth knowledge of and exposure to a broad range of international human rights norms, standards, instruments, mechanisms, approaches and issues, particularly as it relates to conflict related sexual violence and the women, peace and security agenda of the UN Security Council. Ability to integrate human rights perspectives into policies and programmes on rule of law and sexual violence, and peace and security.
- Knowledge of the institutions of the United Nations system and respective institutional mandates, particularly those relating to rule of law and conflict related sexual violence; and knowledge of interagency cooperation and coordination across institutional mandates.

Education



Advanced university degree (Master's degree or equivalent) in one or more of the following disciplines: law, including human rights and sexual violence; international law; international affairs; political sciences; social sciences; or a related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.



Work Experience



A minimum of seven years of progressively responsible experience in human rights, law, sexual violence, political affairs, international relations, or related area is required. Experience working with UN inter-agency processes, and in partnership with a range of UN agencies and national counterparts both in headquarters and in the field is required.

A minimum of one year experience providing technical assistance for strengthening legal and judicial systems in conflict and post-conflict settings is required.

United Nations experience in the area of women, peace and security, including sexual violence and rule of law in conflict and post-conflict settings, is desirable.

Experience in developing outreach strategies and initiatives is an advantage.

Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.



Languages



English and French are the working languages of the United Nations. For this position, fluency in oral and written English and French is required. Good working knowledge of at least one other UN official language is an advantage.



Assessment Method



Evaluation of qualified candidates may include a competency-based interview.
