That is now a specific marketing note on many battery tenders...which is how they respond to a power failure and restoration of power.

Mine is pretty old, let's see, bought it in 2011 or 2012. I imagine there have been a variety of changes since then, so for all I know a brand new one with the same name might no longer do this.
