While possibly not 'classically' ULS, the sulphur levels of today's US fuels is SIGNIFICANTLY reduces to even 15 years ago when the US EPA introduced Tier 2 regs. LINK. And since the US is moving towards the 10ppm limit in most cases, more modest TBN in low/mid SAPS oil's should be the least of your concerns.

15 years ago you rarely had direct injection.
As for most cases that is a problem. Where are MOST cases? I can guarantee you California is going to have ULSG because they already had it. manufacturers are going to calculate the biggest car market in the US into that calculation that is needed to achieve average. That means in Iowa you might as well get gas that is at 30ppm.
