Half throttle going up hill = open loop?

I notice that my 98 Civiv EX (D16Y7) will go into open loop just going up a hill at half throttle or sometimes less according to my Ultragauge. I'm pretty sure a car will go into open loop at wide open throttle, but at half throttle? Is that normal?

This is my guess. It's going into fuel enrichment mode to control knock.
 
The manufacturer's programming determines at what TPS% the engine goes into open loop. Manufacturers can place that number wherever they want so long as the car meets smog and fuel effeciency requirements.
 
If you have the 98 ex, your engine is the d16y8 v-tech, not the y7 non vtech, unless you swapped the engine.

But that is a weird thing for it to do...

Canadian EX, which I guess is equal to the US LX model
