Tire Rack measured about a 5% decrease in wet and dry traction with studded General Altimax Arctic tires, compared to a non-studded version. Unstudded studdable tires tend to have better wet and dry traction than studless tires though, since the tread is typically not as flexible.

Studded winter tires have traditionally outperformed studless winter tires in both wet and dry braking in the big NAF annual winter tire tests. This year, however, the test conditions must have been a bit different, as the studded and studless tires were about equal in the dry and the studless tires outperformed the studded tires in the wet. So I'm not sure either of us can generalize, but typically the more capable a tire is for winter conditions, the worse it will be in summer conditions.
