GM4718 qualified oils

And Valvoline's tech support just responded to my inquiry about GM4718M for the first time EVER (many, many non replies) and stated that they will NOT show up on the GM list. Valvoline has indeed let GM independently validate Synpower's oil performance abilities - and Synpower squarely sits on the conventional oil level approval list (GM6094M). GM has not had any change to the GM4718M list since 2006; it is still current.

So, what exactly does this mean? Why would Valvoline have GM validate SynPower's performance yet, not put it on the list of approved oils? If it is a matter of economics then, why would GM validate SynPower if Valvoline were unwilling to pay for official approval?

One likely reason may be that it couldn't pass the more difficult GM4718M requirements, but it was validated to clear the lower GM6094M hurdle.
 
Quaker State also claims GM4718m approval on both their website and at Point of Sale on their bottles for their full syn "horsepower" product. Yet they do not show up on the list either.

Do the actually say it's GM approved, or do they just say

They aren't the same thing.

You need to parse oil companies claims carefully, some of them are as slippery as their products.

What they said in the quote I got from QS's website, is that "Our oil meets GM6094M specs, trust us". And it says, "our oil doesn't meet GM4718M specs, so we really mealy mouthed it, but it's just as good", trust us.
