Gas dryer installation cost (former electric dryer)

So we have an electric dryer now, recently "rebuild" with all wear and tear parts and should go for another 15 years no problem. The electric cost here is getting high so we want to see if switching to gas make sense (each load uses about 3kwh for us to dry based on PG&E smart meter reading).

So the gas line is near by in the worst case with a hole drilled (the other side of the wall is water heater so they are near by. Assuming we are talking about only labor, and delivery is free, how much do we need to connect the line (new hole, new line split from where the water heater gets from) and the vent (existing). Do we need a permit. Is bathroom hallway gas dryer a problem and we can only put gas dryer in garage? Do we need a permit to replace gas dryer?
