Maybe so the filter doesn't spin around and twist when the cap is tightened down. Does the center tube lock onto the cap before the filter is installed?
Have you compared it to a Fresh, out of the box Mopar oil filter? The part that sticks out is molded as part of the center core, probably how it interfaces with the anti-drainback mechanism in the oil filter assembly.

Probably you mean it’s a Jino thing. I think the last Jeeps were AMC made I know mine was on a CJ-6 chassis with the Dauntless. I always wished I had gotten the Bronco back in the day. Not the big one had that one in the 80’s. The early one. Maybe I may get another chance in a couple years.
