I have run across this problem a few times. This is what is done when people don't want to pay the price for programming new Ford keys. Take the one key and have a few cheap eBay keys cut to it. Make sure they work to turn the ignition. Take the steering column apart and JB weld the old key to the cylinder. The PATS sensor will pick up the signal from it. Put the column back together and drive it.
