Few questions concening retrofitted R134a cars

I've got a couple questions, but first, some info. My 93 Crown Vic's A/C system seems to cycle on and off a lot, so I asked the people at crownvic.net and the consensus seems to be that I'm low on refrigerant. When I bought the car, I was told the A/C system was retrofitted to a R134a system. Now, here are the questions. Is there a way I can tell if the A/C system has been upgraded to R134a? A tag or something? Also, how much am I looking at to get the system recharged in Canada? Take a look at this here video, you can hear the A/C compressor cycling on and off.

you should have a retrofitted sticker underneath the hood somewhere or on the A/C Compressor itself.

but yes another give away would be the quick connect fittings
