We have a few coworkers here at work that are in the feral abduction, neuter, and release club. As the name suggest, they trap, abduct, neuter and release feral cats and post adoption flyers to encourage the adoption of the feral kittens.
I think the reason to pass the law OP said was to make it either easier to capture feral cats without legal liability for the identified ones, and those who weren't, well, the legal owner didn't do enough to prevent damage and may be subject to fine.
